Free Shop Plots in Port Colonial

Want to have a free plot of land in an emerging city? The city will be called Port Colonial and will have a teleporter from the spawn to it. There, I plan on constructing a hub for commerce and prosperity and most importantly community. How do you get the free plot? Please donate a stack of one of the following or even a mix:
Logs(any but spruce)
Wool(please white, blue, or red)
coal(for smelting my cobblestone i am mining tediously to build structures)

Sand/glass
