I prefer AD Teemo but that is just me plus who plays AP Teemo anymore.

Well AP Teemo is like AP Kog... if played perfectly, they can rape, but it's easy for them to be terrible

The toxic change is not a buff to ad, it would be very minor, his poison scales off AP if I remember correct, now that he can build AS / AP (like you should, malady/nashors etc.) He should be fairly OP. yes, AP teemo is harder to pull off, but if you know how to place shrooms then it doesn't matter, you will do well.

AD teemo will always be better than AP, the change just makes AD teemo even stronger than it makes AP teemo.
