Well, I finally finished my hotel, and made a couple plots surrounding it, so I guess it qualifies as a city.
Plots go for 1k each. Hotel rooms go for 400 Freeds each. You have the ability to customize your room a bit when you purchase one.
Public storage near the top of the hotel. Small houses should be on the plots, or really welcoming looking shops. I do reserve the right to kick you out at any time, either if you're inactive for a while or your building just sucks.
Yeah, pretty much a basic hotel and city. If you wanna visit, the coordinates are at X: 1900, Z: 1683 or there's a teleporter rune outside of east spawn.
