make a house near spawn of iron and lapiz to bring out griefers so we can ban them sooner

That's like police women dressing up as hookers, they'd be tempted to commit the crime purely because the opportunity to do it is there. If there are a bunch of iron blocks there waiting to be grieved so that we can ban them - it isn't fair because we are asking them to grief...
If anything we should allow grief outside of spawn because it's a stupid place to build - on Orcs or something I recall it saying that they regenerate outside spawn every so often to get rid of all the debris.
If something is there for the purpose of getting griefers, people are more likely to want to grief even if they are legit anywhere else, and if i recall there was a similar occasion regarding this on forums while I was stalking.
